The Tax Liaison Officer is the appraisal district officer primarily responsible for providing assistance to taxpayers of the district.
The statutory responsibilities of this office are found in Section 6.052 of the Property Tax Code.
The Tax Liaison Officer is appointed by and serves at the pleasure of the district’s Board of Directors.
The Tax Liaison Officer is responsible for:
· Assisting the public with their concerns regarding policies and procedure of the appraisal district or ARB;
· Resolving disputes not involving matters that may be protested under PTC section 41.41;
· Reporting at each meeting of the board of directors the status of all comments and suggestions filed with the officer; and,
· Providing clerical assistance to the local administrative district judge in the selection of ARB members.
The Tax Liaison Officer’s duties include:
· Assisting and providing public information and materials designed to assist property owners in understanding:
o The appraisal process,
o Protest procedures, and
o Procedures for filing complaints and suggestions.
· Monitoring the designated TLO email.
· Communicating with taxpayers, the Chief Appraiser, and the Appraisal Review Board (ARB) Chairman about complaints or suggestions in order to come to a resolution.
· Reporting to the Board of Directors at each regular meeting, the status or resolution of any complaints or comments.
· Reporting to the Property Tax Assistance Division (PTAD) of the Texas Comptroller’s Office any complaints or comments about the ARB.
· Providing assistance to and communicating with the administrative district judge concerning ARB appointments.
